Felipe Shah is a Dragonfly-kinden Prince-Major, ruling over the Principality of Roh in the south-western Commonweal. His lands include the Provinces of Ren, Rhael and Elas Mar; Felipe rules Ren directly from Suon Ren, Elas Mar is ruled by the Salmae from Leoste and Rhael is abandoned.    

Prince Felipe is a wise and cautious ruler, intelligent, patient and fair. He passed many of these qualities on to his adoptive kin-obligate son, Salme Dien, whom he raised to embody the ideals of true Commonweal nobility. During the Twelve-Year War, Prince Felipe acted as Royal Spymaster for the Monarch and lost his daughter, Felipe Daless. After the war ended, he sent Salme Dien to Collegium as student to investigate any potential for alliance against the Wasp Empire

Salute the Dark[]

Prince Felipe holds an audience for Stenwold Maker, who has come to Suon Ren seeking aid for Felise Mienn and an alliance against the Wasp Empire. Inaspe Raimm is present at the meeting and, while she refuses to break the Treaty of Pearl, she does agree to muster an army on the border to simulate an invasion.   

Heirs of the Blade[]

Prince Felipe meets Tynisa in Suon Ren and receives her account of Salme Dien's death in the First Lowlands War. He gently encourages her to leave Suon Ren, but asks his friend Lowre Cean to host her at his compound. As violent rebellion escalates in Rhael province between Felipe's vassals the Salmae and a guerilla army of bandits led by Dal Arche, Felipe examines the situation and determines that Salme Elass provoked the conflict to further her own territorial ambitions. When Cheerwell Maker is brought to Suon Ren comatose through the effects of magic, Felipe has the necromancer Maure summoned to heal her and, once she recovers, tasks Varmen with her protection, knowing that the Wasp-kinden man is trustworthy because of his history with Felipe's daughter Daless, though not revealing this to Varmen himself.  

Prince Felipe eventually intervenes in the rebellion, bringing a unit of Royal Mercers to end the conflict after the surviving bandits are released from Leoste. Felipe proclaims Dal Arche the new Prince-Minor of Rhael, provoking Salme Elass to attack him and Dal Arche to shoot her dead. With the last of the Salmae gone, Felipe grants Lowre Cean custodianship of Elas Mar. At that moment a messenger arrives with news the the Wasp Empire's armies are on the move once more.
